The Link Union Station (US) Project proposes new run-through tracks on an elevated rail yard to improve operational flexibility, expand Los Angeles Union Station (LAUS) capacity, and accommodate future high-speed rail service. The Project also proposes an expanded passenger passageway.

Metro is the Project sponsor, joint NEPA lead agency, and lead agency for state environmental reviews under the California Environmental Quality Act (CEQA). CHSRA is the lead agency under NEPA pursuant to 23 U.S.C. 327 and a Memorandum of Understanding (MOU) effective as of July 23, 2019 (and renewed July 22, 2024). The MOU is between the State of California and the Federal Railroad Administration (FRA) under a program commonly known as NEPA assignment. In the MOU, the FRA assigned its NEPA and other responsibilities for the Link US Project to the State of California.

Metro certified the Link US Final Supplemental Environmental Impact Statement (SEIR) on October 23, 2025 during the Metro Board General Meeting, and approved a motion committing Metro to continue working towards resolution of priority outstanding issues with the City of Vernon and the BNSF Railroad. The Link US Draft Environmental Impact Statement/Supplemental Environmental Impact Report (EIS/SEIR) was available for public review and comment for a 45-day period, from June 21 through August 9, 2024.
In support of the NEPA and CEQA environmental review processes, an open house and public hearing was held on July 9, 2024 to provide the public a Project overview and an opportunity to submit comments on the Draft EIS/SEIR.
On March 26, 2025, the Link US team hosted a Community Meeting and Open House for Vernon property owners, businesses and residents to learn more about the Project’s environmental process, including the Malabar Yard railroad improvements. The meeting included a brief presentation followed by an open house format where participants viewed display boards and talked directly with Link US team members.
